BPC Action

“BPC Action commends the bicameral, bipartisan introduction of the Clean Industrial Technology Act (CITA) by Sens. Whitehouse (D-RI), Capito (R-WV), Braun (R-IN), and Manchin (D-WV) and Reps. Casten (D-IL), McKinley (R-WV), Johnson (D-TX), and Radewagen (R-AS-At Large). We are pleased to see congressional support for research and development of advanced technologies capable of simultaneously decreasing emissions from the industry while bolstering the underlying efficiency and competitiveness of U.S. industry.

In order to meet future energy demands through cleaner energy, research and innovation are needed, including from industrial sources where emission reduction is difficult. This bill helps to support research and demonstration of innovative technologies to reduce emissions from steel and cement production, chemicals production, and others.  This bill is aimed at establishing a crosscutting program of research, development, demonstration, and commercialization of technologies capable of achieving the simultaneous goals of reducing emissions while increasing technological and economic competitiveness of industrial and manufacturing processes in the United States. This legislation presents a key opportunity to address a critical challenge.”

Carbon Capture Coalition

“The Carbon Capture Coalition welcomes the bipartisan leadership of Senators Whitehouse (D-RI), Capito (R-WV), Manchin (D-WV), Braun (R-IN) and Booker (D-NJ) and Representatives Casten (D-IL), McKinley (R-WV), Johnson (D-TX) and Radewagen (R-AS) in introducing the Clean Industrial Technology Act, which includes important provisions to expand research, development, demonstration and deployment of carbon capture and utilization technologies across a range of vital industries. The Coalition applauds the growing recognition on both sides of the aisle in Congress of the important role carbon capture must play in managing industrial emissions, while sustaining our nation’s economic prosperity and high-wage jobs base. Analysis by the International Energy Agency and Intergovernmental Panel on Climate Change is clear: we cannot meet midcentury goals for reducing carbon emissions without addressing emissions from key industries such as cement, steel, chemicals, and refining, and economywide deployment of carbon capture is essential to decarbonizing these and other industrial sectors.”

Clean Air Task Force

Clean Air Task Force supports the Clean Industrial Technology Act, introduced today by Senators Whitehouse and Capito and Representatives Casten and McKinley. The industrial sector produces 25% of global CO2 emissions. But this sector has historically received the least amount support for development and deployment of technology to reduce carbon emissions. This bill would address this critical gap and provide much needed funding to catalyze these technologies, including the application of carbon capture and the use of zero carbon fuels, such as hydrogen.

Environmental Defense Fund (EDF)

“CITA recognizes the need for a national bipartisan strategy to reduce industrial GHG emissions. It is essential to addressing climate change and we are proud to support this effort. The bill sponsors Rep. Sean Casten (D-IL) and Del. Amata Radewagen (R-AS) in the House and Sheldon Whitehouse (D-RI) and Shelley Moore Capito (R-WV) in the Senate deserve our great thanks for their leadership in tackling these challenging issues.”

- Elgie Holstein, Senior Director for Strategic Planning, EDF

Industrial Energy Consumers of America

Information Technology & Innovation Foundation (ITIF)

“The Clean Industrial Technology Act addresses critical gaps in the federal research portfolio, creating new programs for harder-to-decarbonize sectors—such as cement, steel, chemicals, and heavy transport—that are absent or under-represented in the current clean energy research portfolio. We need an innovation agenda that addresses all sources of emissions and all sectors of the economy, and CITA is an important step to drive innovation in these sectors.”

- Colin Cunliff, Senior Policy Analyst, Information Technology and Innovation Foundation

LafargeHolcim

National Audobon Society

National Association of Manufacturers

“Manufacturers have always been about solutions. We need real-world technologies to address our global climate problem, and legislation like CITA provides a common sense opportunity to move our efforts forward.  This bill takes a clear-eyed look at the unique challenges that different energy-intensive industries face as we all work toward ensuring a safer and more prosperous future.”

- Rachel Jones, Senior Director of Energy and Resources Policy at the NAM

The Nature Conservancy

“The Nature Conservancy appreciates the leadership of the bipartisan group of Senators and members of the House of Representatives that have come together to introduce the Clean Industrial Technology Act. This legislation will help spur the innovation needed to cut emissions from the industrial sector – one of the nation’s largest sources of carbon emissions.  To address the urgent challenge of climate change, we must deploy all the tools at our disposal.  The Conservancy welcomes this new proposal.”

- Kameran Onley, Director of US Government Relations, The Nature Conservancy

New Democrat Coalition (NDC)

The Niskanen Center

National Ocean Industries Association (NOIA)

Natural Resources Defense Council (NRDC)

“Cutting carbon pollution from the industrial sector must be a linchpin in our urgent fight to combat the global climate crisis.  This proposal would take an important step toward that end,”

- Arjun Krishnaswami, Policy Analyst, Climate and Clean Energy Program, NRDC

Portland Cement Association (PCA)

Third Way

“A crucial piece in reaching net-zero emissions by mid-century will be addressing the sector with the fastest-growing share of emissions: industry. We applaud Senator Sheldon Whitehouse and Representative Sean Casten for introducing the Clean Industrial Technology Act (CITA), which will provide solutions for decarbonizing the industrial sector; through R&D investments and the creation of industry-specific emission reduction roadmaps. Investing in climate solutions for American industries will help them remain competitive in the global marketplace while providing good, clean jobs for American workers. With the passage of CITA, the US will provide critical R&D funding for industrial innovation and climate leadership."

- Josh Freed, Senior Vice President, Clean Energy Program, Third Way

Union of Concerned Scientists

“The science is clear that we must reach net zero CO2 emissions by mid-century to avoid the worst impacts of climate change.  UCS applauds the introduction of the Clean Industrial Technology Act to reduce emissions from industrial sources that represent about 30% of our country's emissions.  Investing in low- and no-carbon technologies will drive innovation to get us where the science says we need to be, while simultaneously enhancing the country’s industrial competitiveness and creating new manufacturing jobs in the United States,”
