Science Committee Democrats Urge Comprehensive, Fully Funded Approach to U.S. Tsunami Readiness Plan

(Washington, DC) "Preparedness and education are key," a panel of experts told the House Science Committee today during the first Congressional hearing to examine tsunami threats and preparedness since devastating surges killed hundreds of thousands of people along the Indian Ocean in December.

In response to the tragedy and the Administration’s plan announced January 14, 2005 to expand and upgrade the United States’ tsunami warning system, the Committee today questioned witnesses from Federal, state and international organizations linked to existing tsunami detection and alert systems.  Democrats commended the Administration’s plan as a solid start, but stressed the need to fully understand the plan’s resource needs - now and in the future - and how those needs might impact budgets for existing programs at NOAA and USGS.

"The U.S. has an opportunity to learn from the devastating effects of the Asian tsunami and better protect our own communities, but a warning and communication network without sufficient funds to maintain it is little more than fancy hardware," stated Ranking Member Rep. Bart Gordon (D-TN). “Any plan with safety as its goal should be comprehensive in approach, and must provide benefits without diverting funds away from similar programs that states and communities depend on for flood, tornado or hurricane warnings.  We need sufficient, sustained support for the essential public education and state/local emergency preparedness programs that translate detection and warnings into life-saving actions."

"The damage and devastation that occurred from the recent tsunami was unimaginable.  This tragedy has reminded us of the need to have the best early warning and evacuation plan in place.  Cannon Beach, Oregon, in my district is nationally recognized for their planning work to keep their citizens as safe as possible in the event of the national disaster and I am proud of their efforts," stated Rep. David Wu (D-OR), whose Congressional District is home to some of the first federally certified U.S. "Tsunami Ready" communities.

Rep. Darlene Hooley (D-OR) has authored legislation in past Congresses on emergency preparedness for tsunamis and earthquakes and added, "Oregon and Washington remain at risk for a massive tsunami due to their spot on the "Ring of Fire," near the Cascadia Subduction Zone.  Taking steps now to reasonably prepare for this possibility could save lives and dollars in the future."
